Show warning if we reached the flow control limits

Desired workflow:
- The following flow control rule is set: Max of 15 guests can be booked every 15 minutes
- The customer wants to display a warning to every employee putting reservations on the Toast Tables app if they are trying to place a reservation and for example 15 guest are already booked (Therefore the limit is reached)
- The warning is also going to ask the employees if they really want to proceed with the reservation (inb the last 15 min, 15 guest were already booked)
